How each state counts the time
The same bell schedule gives different totals in different states:
| State | Yearly minimum | Lunch | Recess | Passing |
|---|---|---|---|---|
| California | K 36,000 min; 1-3 50,400; 4-8 54,000; 9-12 64,800; and 180 days | No | TK and K only | Yes, between classes |
| Texas | 75,600 min of operation | Yes | Yes | Yes (bell to bell) |
| Florida | K-3 720 h; 4-12 900 h; or 180 days | No | No | No |
| Arizona | K 356 h; 1-3 712; 4-8 890; 9-12 720; and 180 days | Yes, since 2018 | Yes, since 2018 | Between classes, up to 7 min |
| Ohio | Half-day K 455 h; K-6 910; 7-12 1,001 | No | K-6: 2 periods up to 15 min | Yes, between classes |
Example
A California grades 4 to 8 school with a 6 h 45 min regular day (8:00 to 2:45, 40-minute lunch, two 15-minute recesses) counts 335 minutes a day. With Wednesday early release (275) and seven minimum days (240) over 180 days, the year comes to 57,535 minutes: 3,535 over 54,000. No closures can be absorbed, because the year has exactly 180 days. That’s the plan this page opens with.
Questions about instructional time
Does recess count as instructional time?
Texas and Arizona count recess. Ohio counts a morning and an afternoon recess of up to 15 minutes each in grades K to 6. California counts it only for TK and kindergarten pupils supervised by a certificated employee. Florida leaves it out.
Does lunch count toward instructional minutes?
In Texas, where TEA treats lunch as an intermission and counts everything from the first bell to the last, and in Arizona, where the law has let schools count scheduled lunch since 2018. California, Florida and Ohio leave lunch out.
Does passing time count?
California counts the actual time students take to move between classes. Texas counts it as part of bell-to-bell time. Ohio counts time between classes. Arizona counts passing between two classes, up to 7 minutes, but not to or from lunch or recess. Florida leaves it out.
How many instructional minutes are required in California?
36,000 for TK and kindergarten, 50,400 for grades 1 to 3, 54,000 for grades 4 to 8 and 64,800 for grades 9 to 12, plus 180 days (175 for charter schools). Each school day also has a minimum length: 180 minutes in kindergarten, 230 in grades 1 to 3 and 240 in grades 4 to 12.
How many minutes does Texas require?
75,600 minutes of operation a year, counted bell to bell with lunch, recess and passing included. That is 180 days of 420 minutes, though Texas no longer sets a number of days.
What happens if a school falls short?
Funding can be cut in proportion to the time missed in California, Texas and Florida. A cushion of spare minutes is cheaper than making time up later; mark spare days as Make-up reserve to see it.
